FlockHopper Terms of Use
Last updated September 2026
Agreement
These terms are an agreement between you and Open Road Labs LLC ("we", "us"), which makes FlockHopper. They cover the FlockHopper app for iPhone and CarPlay, the FlockHopper app for Android and Android Auto, and the website at dontgetflocked.com. Our Privacy Policy is part of these terms.
By downloading, installing, or using FlockHopper, you agree to these terms. If you don't agree, don't use FlockHopper.
You must be at least 18, or the age of majority where you live if that is older. If you are younger, you may use FlockHopper only with the consent and supervision of a parent or guardian who agrees to these terms.
Platforms
- FlockHopper for iPhone, from the Apple App Store. Requires iOS 17 or later. Works with Apple CarPlay.
- FlockHopper for Android, from Google Play, in open beta. Works with Android Auto. Beta software may change often and may have more bugs.
- The FlockHopper website at dontgetflocked.com.
What FlockHopper does
FlockHopper shows the locations of known automated license plate reader (ALPR) cameras and gives driving directions that take those locations into account. It:
- Shows known ALPR cameras on a map, using crowdsourced public data
- Plans routes that keep away from known cameras
- Gives turn-by-turn voice navigation, on your phone, in CarPlay, and in Android Auto
- Warns you before you pass a known camera, while you navigate or just drive, including on the Lock Screen and, if you turn on Always On, with the app closed
- Lets you keep a log of the cameras you pass, on your iPhone, if you turn it on
FlockHopper is an information tool. It cannot guarantee that you avoid any camera or any surveillance system. Knowing where surveillance exists is a matter of public interest.
Lawful use only
FlockHopper is not meant to help anyone break the law. You agree to:
- Use FlockHopper only for lawful purposes
- Follow all local, state, and federal laws
- Not use FlockHopper to evade law enforcement while committing a crime
- Not use FlockHopper to plan, carry out, or hide any illegal activity
FlockHopper is not designed to help anyone commit a crime, escape arrest, or obstruct a law enforcement officer. Choosing a route that passes fewer cameras is legal, and so is following the law while you drive it.
Driving safety
When you use FlockHopper in a vehicle:
- Keep your eyes on the road. Set your destination before you drive, or let a passenger do it. Don't handle your phone while driving. Use CarPlay, Android Auto, or voice guidance instead.
- Obey traffic laws. Directions never override signals, signs, road closures, or the law.
- Use your own judgment. Routes are made by software from map data. They may not reflect closures, construction, hazards, or current conditions.
- Don't rely on voice guidance alone. Spoken instructions can be late or wrong.
You are responsible for driving safely. To the fullest extent the law allows, we are not liable for accidents, injuries, or traffic violations that happen while you use FlockHopper.
Camera alerts
Camera alerts are a convenience, not a safety or legal system. An alert can come late, not come at all, or warn about a camera that isn't there. Reasons include:
- The camera isn't in the data, or its location or direction is wrong
- Weak GPS, tunnels, or tall buildings
- Limits on apps running in the background. Always On depends on Always location permission, notifications, Low Power Mode, and whether the phone lets the app run. If you turn any of these off, or the phone stops the app, alerts stop.
- Your phone's volume, silent mode, Focus settings, or battery
Don't look at your phone to read an alert while driving. Passing a camera without an alert doesn't mean you weren't recorded.
Camera data
Camera locations come from DeFlock and community contributors, who gather them from public records, records requests, and people who report cameras. We don't collect this data ourselves.
- Camera locations may be missing, outdated, misplaced, or wrong
- Cameras are installed and removed without notice
- A place with no camera in the data may still have one
- The apps update their camera data about once a day, so the newest changes may be missing
- FlockHopper does not defeat, disable, jam, interfere with, or get around any surveillance system, and it doesn't make anyone undetectable
If you report a camera through the link in the app, you are using DeFlock's service under DeFlock's terms.
Offline maps, saved routes, and traffic
- Offline maps and saved routes are copies taken when you download or save them. They don't update themselves. Roads, closures, and camera locations may change after you save them.
- The Traffic layer shows live traffic from TomTom. It is for information only, may be delayed or wrong, and doesn't change your route.
- Route limits. Routes can be up to 300 miles, or 3,000 miles with FlockHopper Pro. Stops, route length, and server capacity may be limited to keep the service running for everyone.
Your data on your phone
Your saved places, saved routes, offline maps, camera log, and the names you give cameras stay on your phone. They are not in iCloud or computer backups, and we have no copy. If you delete the app, lose your phone, or move to a new phone, they are gone and we can't restore them. You can export your camera log from History if you want your own copy. The Privacy Policy explains what the apps store and send.
FlockHopper Pro and tips
The FlockHopper app is free to download and use. FlockHopper Pro is an optional upgrade that adds features. The app shows the current list of Pro features and prices before you buy. Tips are optional payments that support development and unlock nothing.
On iPhone, purchases are made through Apple's App Store. On Android, they are made through Google Play. Apple or Google handles payment, and we never see your payment details. We use RevenueCat to confirm what you've bought.
Subscriptions (monthly and yearly)
- Payment is charged to your Apple Account when you confirm the purchase.
- Your subscription renews automatically at the same price and length unless you turn off auto-renew at least 24 hours before the current period ends. Your account is charged for renewal within the 24 hours before the period ends.
- You can manage or cancel your subscription in your iPhone's Settings under your name > Subscriptions, or in the App Store. Canceling stops the next renewal. You keep Pro until the end of the period you've paid for.
- If we offer a free trial, any unused part of the trial ends when you buy a subscription.
- If the price changes, Apple tells you first and, where the law or Apple's rules require it, asks for your consent.
Lifetime: a one-time purchase that gives you Pro for as long as we offer the app. It doesn't renew and isn't charged again.
Tips: one-time payments. They don't unlock Pro or any feature.
Restoring purchases: use Restore Purchases in the app with the same Apple Account you bought with.
Refunds: Apple handles all refunds for iPhone purchases. We can't issue them ourselves. You can ask Apple for a refund at reportaproblem.apple.com. Except as the law or Apple's refund policy requires, purchases are final.
On Android: purchases, cancellation, and refunds follow Google Play's rules. Manage them in the Play Store under Payments & subscriptions.
Changes to features: we may add, change, or remove features, free or Pro, as the app develops. Before we remove a major Pro feature or stop offering Pro, we'll give at least 30 days' notice in the app and on this site. If we stop offering Pro, subscriptions will stop renewing.
Your license to use the app
We give you a personal, non-exclusive, non-transferable, revocable license to use the FlockHopper app on devices that you own or control. On Apple devices, this is as allowed by Apple's Usage Rules in the App Store Terms of Service. You may not:
- Copy, change, or distribute the app, except for the open source parts under their own licenses
- Send automated, bulk, or scripted requests to FlockHopper's routing, map, traffic, or data servers, or use them outside the apps or website
- Sell, rent, or resell FlockHopper or its routes, map data, or camera data
- Interfere with, overload, or try to get unauthorized access to FlockHopper's servers
App Store terms
These terms apply if you got the app from Apple's App Store:
- This agreement is between you and Open Road Labs LLC only, not Apple. We, not Apple, are responsible for the app and its content.
- Apple has no obligation to provide maintenance or support for the app.
- If the app fails to meet a warranty that applies to it, you may notify Apple, and Apple will refund the purchase price of the app, if any. To the fullest extent the law allows, Apple has no other warranty obligation for the app. Any other claims, losses, or costs caused by a warranty failure are our responsibility, as far as these terms don't disclaim them.
- We, not Apple, are responsible for any claims about the app or your use of it. These include product liability claims, claims that the app fails to meet a legal or regulatory requirement, and claims under consumer protection, privacy, or similar laws.
- If someone claims the app or your use of it infringes their intellectual property, we, not Apple, are responsible for investigating, defending, settling, and resolving that claim.
- You confirm that you are not in a country subject to a U.S. government embargo or listed as a "terrorist supporting" country, and that you are not on any U.S. government list of prohibited or restricted parties.
- You must also follow any third-party terms that apply when you use the app, such as your wireless carrier's.
- Apple and its subsidiaries are third-party beneficiaries of these terms. Once you accept them, Apple may enforce them against you.
Third-party services and links
FlockHopper relies on other companies' services, including Apple (search, address lookup, and payments), Google (location services and payments on Android), RevenueCat, Stadia Maps, TomTom, Geoapify, and Cloudflare. The apps and website link to other sites, including DeFlock, OpenStreetMap, and our feedback board. We don't control those services or sites and aren't responsible for them. Their own terms apply.
Using FlockHopper uses mobile data. Your carrier's rates apply. Navigation, Always On, and camera alerts can use significant battery.
Feedback
If you send us suggestions or ideas, through the feedback board, email, or anywhere else, we may use them without paying you or owing you anything.
No reliance
FlockHopper is for information only. Don't make it your only source for any decision. Routes, camera locations, alerts, traffic, and everything else it shows are approximate and may be incomplete. Nothing in FlockHopper is professional, legal, or safety advice.
No warranty
To the fullest extent the law allows, FlockHopper is provided "as is" and "as available", without warranties of any kind, express, implied, or statutory. We disclaim all implied warranties, including merchantability, fitness for a particular purpose, and non-infringement.
We don't promise that:
- Camera data is accurate, complete, or current
- Routes will avoid every camera
- Camera alerts will arrive, arrive on time, or be correct
- Directions will be accurate, timely, or error-free
- The apps, website, or servers will be available without interruption or errors
- Using FlockHopper will achieve any particular result
Limitation of liability
To the fullest extent the law allows, Open Road Labs LLC and the people who build FlockHopper are not liable for any indirect, incidental, consequential, special, or punitive damages, or for lost data, profits, or goodwill, arising from:
- Your use of FlockHopper, or being unable to use it
- Wrong or missing camera data, alerts, or directions
- Any route or instruction FlockHopper gives
- Anything you do based on information from FlockHopper
- Accidents, injuries, or property damage while using navigation or alerts
- Traffic violations while following a route
- Loss of data stored on your device
- Anything a third party does or provides
For any other claim, our total liability to you will never exceed the greater of $100 (U.S.) or what you paid us in the 12 months before the claim.
You use FlockHopper at your own risk. Some places don't allow certain damages to be excluded or limited. There, our liability is limited as far as the law allows. Nothing in these terms limits our liability for death or personal injury caused by our negligence, for fraud or willful misconduct, or for anything else the law doesn't allow to be limited.
Indemnification
You agree to defend, indemnify, and hold harmless Open Road Labs LLC and the people who build FlockHopper against any claims, damages, losses, or costs, including reasonable legal fees, that come from (a) your unlawful use of FlockHopper, (b) your breaking these terms, (c) your breaking any law while using FlockHopper, or (d) any third-party claim resulting from your use of FlockHopper.
Intellectual property
The FlockHopper apps, their design, and the FlockHopper name belong to Open Road Labs LLC. The apps include open source software, such as Ferrostar (BSD 3-Clause) and MapLibre (BSD 2-Clause), each available under its own license. The iPhone app's Settings > Legal > Acknowledgements lists them.

Termination
We may suspend, restrict, or end your access to FlockHopper if you break these terms or misuse the service. We may also stop offering FlockHopper entirely. If we do, we'll give at least 30 days' notice in the app and on this site, unless the law or a security problem requires us to act sooner. If we end a paid subscription early for reasons other than your breaking these terms, you can ask Apple or Google for a refund under their policies. The parts of these terms that should survive termination do, including the disclaimers, the limits on liability, indemnification, and dispute resolution.
Disputes and arbitration
Please read this section carefully. It affects your legal rights.
You and Open Road Labs LLC agree to resolve any dispute about these terms or FlockHopper through binding individual arbitration instead of in court. Either side may still bring a claim in small claims court if it qualifies.
Arbitration will be run by the American Arbitration Association (AAA) under its Consumer Arbitration Rules, or by JAMS, whichever the person bringing the claim chooses. It will take place in Wyoming or remotely, at the claimant's option. The arbitrator's decision is final and binding.
No class actions: disputes are resolved only individually, not as a class, consolidated, or representative action. If this waiver is found unenforceable, this whole arbitration section is void.
Opting out: you can opt out of arbitration by emailing flockhopper@openroadlabs.org within 30 days of first using FlockHopper. If you opt out, disputes go to the state or federal courts in Wyoming.
Governing law
The laws of the State of Wyoming, United States govern these terms, without regard to conflict-of-law rules. Where a court case is allowed under these terms, you agree to the exclusive jurisdiction of the state and federal courts in Wyoming.
Changes to these terms
We may update these terms. When we do, we'll change the "Last updated" date at the top. For significant changes, we'll post a notice on this site and in the app at least 30 days before they take effect. If you keep using FlockHopper after a change takes effect, you accept it. A change to the arbitration section won't apply to a dispute that began before the change.
General
Severability. If a court finds any part of these terms unenforceable, that part is limited as little as needed and the rest stays in effect.
No waiver. If we don't enforce a right, we haven't given it up.
Assignment. You can't transfer these terms or your rights under them without our written consent. We may transfer them, for example if FlockHopper is sold.
Entire agreement. These terms and the Privacy Policy are the whole agreement between you and us about FlockHopper.
Events beyond our control. We aren't liable for failures or delays caused by things we can't reasonably control, such as natural disasters, war, labor disputes, government action, or outages of the internet or of services we depend on.
